The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability enabled by timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably delivered by partner states. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.

Ongoing Risks

Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a need that regional partners are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a entire defensive failure until conditions improve in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
